Metropolitan Route 13 (MR13) is an north - south arterial stretching from northern Clayton to Doncaster East. Between Princes Highway and the Monash Fwy, it is dual carriageway serving the industrial areas of northern Clayton and surrounds. North of the Monash Fwy to it's terminus at Warrandyte Road, it is mostly single carriageway with the exception of between Highbury Road and Canterbury Road. MR13 connects with the Eastern Fwy in Blackburn North, and with the Monash Fwy in Mount Waverley.
The alignment of Blackburn Road
lies on the 11 mile east line of the Hoddle Grid, a grid system of arterials
which most of Melbourne's compass roads were built to. By the early 1860's, most of the
road reservation for Blackburn Road north of Maroondah Highway had been developed,
with the section south between Canterbury Road to Dandenong Road established in
1870. In 1887, the zigzagging alignment through Blackburn central was
funded by the then Public Works Department, which included a deviation at the current railway crossing.
Blackburn Road was first duplicated between Burwood Highway and Highbury Road in 1973, then from Waverley Road to Monash Fwy in 1974. The section between Duerdin Street to Princes Highway was duplicated in 1976.
Metropolitan Route 13 was introduced in the original 1965 plan and traversed the same route as it does today, with the main exception that Andersons Creek Road was not used, but instead continuing north on Blackburn Road to Warrandyte Road. There is still today a remnant END 13 trailblazer at the intersection of Warrandyte Road and Blackburn Road (as of 2007).
In 1989, MR13 was realigned via Andersons Creek Road in Doncaster East.
