  Victoria’s highway network is one the most extensive and dense system in Australia. With over fifty highways in the State, the system has been built up over the decades to cater for major inter and intrastate traffic. Between 1925 and 2004, roads which served at an importance to the State’s economy were proclaimed as ‘State Highways’ under the State Highways and Vehicles Act 1924 and subsequent legislation. In 2004, the classification of ‘State Highway’ was merged into the classification of ‘Arterial’ under the Road Management Act 2004. All former ‘State Highways’ were reclassified accordingly with their classification number renumbered between 6000 and 6999.

For the purpose of this page, all Arterials with a classification number between 6000 and 6999 are treated as highways.
