  Freeway Route F82 first made an appearance on the West Gate Freeway when the first section between the Princes Highway and Williamstown Road opened in 1971. Although the completion of the West Gate Bridge was still eight years away, signage for the freeway in the direction of Geelong included F82 and National Route 1 shields. National Route 1 was not officially rerouted onto the West Gate Freeway until the opening of the West Gate Bridge.

Nonetheless, the opening of the the West Gate Bridge in 1978 saw route F82 extended to Rogers Street in South Melbourne. Simultaneously, as mentioned above, National Route 1 was realigned from its route through North Melbourne and Footscray (via King Street, Flemington Road, Racecourse Road and Geelong Road) onto the freeway. However as there was no direct connection between the eastern end of the freeway and Kings Way, National Route 1 was aligned onto York Street / Market Street (two one-way streets), Clarendon Street and Lorimer Street to meet the freeway at Rogers Street.

In 1986, a 1 km extension of the West Gate Freeway between Rogers Street and Montague Street was opened and F82 was extended accordingly. National Route 1 was also subsequently moved from Lorimer Street and Rogers Street onto the extension.

In September 1988, the final elevated section of the West Gate Freeway was completed between Montague Street and Kings Way. F82 was decommissioned and Tourist Route 2 was initialised between Graham Street and Williamstown Road. National Route 1 was replaced by M1 in 1997 under the Statewide Route Numbering Scheme.
